Outdoor Advertising is a legitimate commercial use of private property adjacent to the interstate and primary highway systems. However, it is necessary to regulate and control outdoor advertising to promote highway safety, convenience and enjoyment of highway travel, along with preserving the natural scenic beauty of highways and adjacent areas.

It is the policy of the state of Missouri that the erection and maintenance of outdoor advertising in areas adjacent to the interstate and primary highway systems be regulated and rules and regulations promulgated by the Missouri Highways and Transportation Commission.  

MoDOT controls outdoor advertising on all National Highway System (NHS) routes, along with any route classified as a Federal Aid Primary highway as of June 1, 1991, totaling to 8,512 centerline miles of regulated travelway.
