Effective Oct. 4, 2004, the Missouri Department of Transportation entered into a Memorandum of Understanding with four other partnering DBE certifying agencies in the State of Missouri, including the City of St. Louis, METRO, Kansas City Area Transportation Authority, and the City of Kansas City. The partnering agencies form the Missouri Regional Certification Committee.

Under the Memorandum of Understanding, the MRCC members agree that any and all firms certified as a DBE by any MRCC member shall be recognized as being certified in accordance with 49 CFR Part 26 and such certification will be accepted by all MRCC members.

External Civil Rights

The External Civil Rights Office is responsible for administrating all programs related to non-discrimination, affirmative action, and equal opportunity, related to MoDOT contracting activities using federal funds. The primary programs include the Disadvantaged Business Enterprise program, Contract Compliance, On the Job Training, Title VI Non-discrimination and Commercially Useful Function Programs. The office resides in the Office of the Inspector General with a Civil Rights Specialist in Kansas City and St. Louis.

Disadvantaged Business Program

The Disadvantaged Business Enterprise Program is a federally mandated program administered by MoDOT's External Civil Rights Office. The office is responsible for the certification of firms owned and operated by "socially and economically disadvantaged" individuals.

The overall goal of the program is to provide opportunities to participate in the economic benefits of highway construction for small businesses owned and operated by disadvantaged individuals.  The programs sets specific project goals for participation on federally funded projects. Contractors are required to make a good faith effort to meet those goals with firms that are DBE certified by MoDOT.

MoDOT has submitted a DBE Program to the U.S. Department of Transportation. The program document sets out the specific policies MoDOT has developed for the administration of the program and the statewide overall goal.  The overall goal is updated on an annual basis. The program document is available below.

The MoDOT DBE Directory is published annually and distributed to our stakeholders. In addition, the directory is published on our website and updated every two weeks. The web version contains the additions, deletions and corrections made throughout the year. You can download the directory below.
